Building-level tariffs and new sub- and off-peak meter types

We deployed today a new release what adds some often-requested features.

It's now possible to override the business-level tariffs at the building level, so if you have a number of buildings with different electricity and/or gas tariff rates you can set these for each building separately.

You can now also designate a meter to be a submeter, in which case its consumption won't be included in any aggregated calculations of building energy use. You can also set an electricity meter to be an off-peak meter and to use the off-peak electricity tariff rate for cost calculations (when setting tariffs for your buildings or business you can now also specify an off-peak electricity rate).

Note: annualised cost projections (for overspend/underspend) for the moment still use the full tariff rate for electricity as we don't have the breakdown of peak/off-peak elecricity for the good practice/typical practice benchmarks, for comparison.
